Levine on IP as a Joke Comments I terms of paranoid legislation on IP, most of the damage in Hong Kong was done during the years of the Patten administration, when the last colonial governor tried to enlist as many supporters as he could in the fight he picked with the government of the PRC. As the US and the EU derive substantial revenues from exports of IP, the HK government passed a very restrictive Copyright Ordinance (effective on 27 June 1997, four days before the handover to China...) which even prohibited parallel imports and silly things like photocopying newspaper articles.
